Monroe County ROGO
The Rate of Growth Ordinance permit that legally authorises short-term vacation rentals in the county. Monroe County caps the total number issued and does not add new ones freely.
It is legally transferable when a property sells, which means it carries financial value beyond the rental income it enables. Losing it to a compliance violation can eliminate your ability to operate as a vacation rental entirely.

FDHR Vacation Rental Licence
The Florida Division of Hotels and Restaurants permit required for any property rented more than three times per year for periods under 30 days.
Holding this does not satisfy the county requirement, and holding the ROGO licence does not satisfy the state. Both must be current, and they run on separate calendars.

A smaller contractor pool changes how maintenance works
Managing in Monroe County requires working vendor relationships already in place. Wilson coordinates repairs and inspections for Keys properties through pre-established trades in the area. That matters because the Keys have a significantly smaller contractor pool than the Miami metro. On-demand vendor sourcing doesn't work here. When an HVAC unit goes down in Key Largo in July, there is no time to search for someone new.
Islamorada Village of Islands, which spans six Keys islands including Upper Matecumbe and Lower Matecumbe, has its own local ordinances affecting short-term rental operations. Key Largo sits at the northern entry to the island chain, drawing guests from Miami in under an hour.
