What Tenant Screening and Placement Actually Covers

You post a unit on a Tuesday. By Thursday you have thirty applications. Fast and qualified are not the same thing.

Tenant placement, the work of finding, screening, and formally moving a qualified renter into your property, is the highest-stakes decision in residential property management.

At 3L Management Group, screening is not a single checkbox. It is a documented, multi-layer review covering credit history, criminal background, eviction records, and income-to-rent ratio verification. Placement happens only after that review is complete and documented. Every approval goes through the same process. No exceptions.

Credit history

The financial record covering payment history. Reviewed first, and never treated as the whole picture, because credit reports don't always capture eviction court records.

Eviction history

A separate court records search confirming whether an applicant has prior eviction filings in Florida or another state. Older filings and settled cases frequently don't appear on a basic credit pull.

Criminal background

Run consistently against the same documented criteria for every applicant, in line with Florida Fair Housing Act requirements.

Income verification

Gross monthly income must be at least 2.5 to 3 times the monthly rent. We verify income sources, not just credit scores.

Strong income, limited US credit history

From November through April, Miami's rental market absorbs tens of thousands of snowbirds, relocating workers, and international buyers who need housing fast. That creates a surge of applications, some from highly qualified renters and some from applicants who know how to present well on paper.

The Miami-Dade market also draws significant applicant volume from Latin American countries, particularly Venezuela, Colombia, and Argentina. Many of these applicants have strong income but limited US credit history.

Our income-to-rent verification accounts for that directly. Income is verified through bank statements, tax returns, or employer letters rather than relying solely on a US credit score. The ratio standard still applies consistently.

How One Rushed Approval Changes Everything

I coordinate applicant communication from the first inquiry through the approval or decline decision. One situation I've walked owners through more than once goes like this.

A landlord receives an application from a highly motivated applicant. The landlord feels good about it. They approve without running a full eviction history check, the step that searches court records for prior filings.

What that step would have shown: a prior eviction filing in Broward County, resolved two years earlier, that didn't appear on a basic credit pull.

Credit reports used in rental applications are financial records covering payment history. They don't always capture eviction court records, especially older filings or cases that were settled. We pull eviction history as a separate search. Always.

By the time we've reviewed all four layers, I can give an owner a documented summary of what we found and why we approved or declined. That documentation matters if a decision is ever questioned. It also gives the owner confidence that the decision was based on evidence, not instinct.

The same criteria, applied consistently, every time

The Florida Fair Housing Act prohibits housing decisions based on protected characteristics. Screening criteria must be applied consistently across all applicants: the same credit threshold, the same income-to-rent ratio standard, and the same eviction history policy for every application received.

We do not screen applicants on a first-come basis alone. We review all complete applications submitted within the first 48 to 72 hours and present qualified candidates in ranked order to the owner. The owner makes the final placement decision. We provide the documented screening data.

Declined applicants receive a written adverse action notice, as required under federal Fair Credit Reporting Act guidelines. That is a step individual landlords frequently miss entirely.

Application Intake

Every submission is reviewed for completeness before screening begins. An incomplete application, whether missing income documentation, unsigned authorisation forms, or mismatched identification, is returned for correction before any paid screening is initiated.

That prevents wasted fees and delays.

Two

Screening and Selection

All four layers run and are reviewed in sequence before the decision is finalised. Credit, then eviction, then criminal, then income.

Results are assembled into a summary report shared with the owner. Approved applicants move to lease execution. Declined applicants receive a written adverse action notice.

Three

Lease Execution and Move-In

Lease drafting complies with Florida's Landlord-Tenant Act, Chapter 83. The lease is signed digitally. Move-in inspection, key handoff, and deposit documentation are handled by Hassan.

Tenant communication after placement flows through Hassan and Zainab, so the relationship isn't handed to someone unfamiliar with the file.
